TARAF and Mubadala on Al Reem Island: what the MoU means for property buyers
What the proposed waterfront MoU actually establishes, and the questions buyers should ask before a sale launch.

What has actually been announced?
Mubadala’s announcement, published on 30 September 2026, describes an MoU to explore a mixed use waterfront development: ten plots, about 655,000 square feet of land and 5.4 million square feet of gross floor area. Residential, commercial, retail and food and beverage uses are proposed. The release does not provide sales prices, a buyer payment plan or a handover date. An MoU records a framework for exploration. It should not be presented as evidence that homes are released for sale, that a particular unit is available or that a buyer can reserve at an announced price.
Why the floor area figure needs context
The headline scale can attract attention, but gross floor area is not the number of homes and is not automatically the space that can be sold to buyers. A useful assessment needs the eventual split between residential and other uses, the permitted design and the unit schedule.
For a prospective apartment buyer, the practical question is how the completed scheme would work at street level. Where would residents enter? Which routes would connect homes to shops? How would deliveries, parking and visitor traffic be managed? An attractive waterfront concept becomes more meaningful when those details are visible in an approved plan.
The proposal could add another option to a buyer’s shortlist. It does not, by itself, establish a reason to pay more for an existing home nearby.
If you already own on Al Reem Island
Avoid treating a large announcement as a valuation uplift. A nearby development can create different outcomes for different buildings. A resident might benefit from a useful new connection while another faces a changing outlook or construction activity.
Before changing a sale or leasing decision, establish the site’s relationship to your building. Then distinguish what is proposed from what has been approved, funded or delivered. Those are separate milestones, and their effect on an individual home cannot be read from a development headline alone.
If you are considering buying
Keep two comparisons open. One is between this future proposal and other future launches. The other is between buying later and choosing a completed home that can be inspected now.
The first comparison needs launch documents and a credible delivery timetable. The second needs an honest view of your own timing: when you need to move, whether you need rental income immediately and how much uncertainty you can accept. Waiting for a proposal has an opportunity cost too, even when no purchase money has changed hands.
Mubadala’s participation should also be understood through the eventual transaction documents. A recognised name in an announcement does not establish a guarantee of a purchaser’s capital, rent or resale value.
Is there a price or launch date yet?
Neither is supplied in the announcement reviewed for this article. That is a limit of the source, not a claim that no later document exists. Before acting on a quoted figure, ask for its dated developer source and the exact project and phase it covers.
The next useful update would identify the development, its registration and sales status, its residential offering and the terms on which a buyer could contract. Until then, attaching a price forecast or rental yield would add confidence without adding evidence.
